About Alliance Membership in WEST
From 2009 to 2015, all members of the Orbis Cascade Alliance were members of WEST: Western Regional Storage Trust. Seven joined WEST directly, and thirty members joined through a consortial agreement. The Alliance submitted a letter of termination to WEST leadership in May 2015 for the consortial agreement.
Consortium members may contact WEST to rejoin individually. The Shared Content Team issued a memo to Council members to help them with their decision making process. Libraries previously part of the consortium agreement are still bound to their WEST and DPR archiving commitments.
This event does not affect the seven (7) Alliance institutions that participate in WEST through a Direct Membership agreement.

Center for Research Libraries
WEST membership includes participation in Center for Research Libraries Print Archives and Preservation Registry (PAPR).
Direct vs. Consortium Membership in WEST
Medium, Large, and Very Large libraries (as defined by WEST) must be direct participants, but other Alliance members were covered through a consortium membership. Direct participants sign an memorandum of understanding (MOU) with and pay fees to the California Digital Library (CDL), the fiscal agent for WEST. The Alliance signed an MOU, collected fees, and paid CDL on behalf of those covered by the consortium membership. Direct participants each have a vote in WEST governance. The Alliance group also had one vote and thus was represented as one institution.
Billing
The Alliance collected WEST fees from most, but not all, member libraries (see chart below) as part of our annual budget process. CDL billed the Alliance in July for the current calendar year:
- July 2011 bill pays for calendar 2011
- July 2012 bill pays for calendar 2012
- July 2013 bill pays for calendar 2013
