Background

In 2009, the Orbis Cascade Alliance commissioned a white paper from R2 Consulting called, "The Extended Library Enterprise: Collaborative Technical Services & Shared Staffing." This vision of collaboration, coupled with longstanding collaborative efforts in collections and the shared ILS initiative, informed the work of each iteration of the Collaborative Technical Services teams and task forces. 

Collaborative Technical Services Team, 2012-2014


Charge 

The Collaborative Technical Services Team is charged with exploring and implementing shared practices in technical services operations.  Those shared practices include but are not limited to: establishing a working relationship with the Shared ILS Implementation Team and identifying collaborative opportunities, establishing functional workflows, policies and training for shared technical services, and exploring new areas for and methods of expanding cooperative projects and programs in technical services.

Charge

The Collaborative Technical Services Team is charged with building on the work of the previous CTS Team by

  • Refining and implementing the recommendations of the Bibliographic Standards Best Practices Working Group (BP1)
  • Working with Alliance staff to create an inventory of automated cataloging/acquisitions practices (BP2)
  • Overseeing two pilot projects
  • Ebooks: cataloging consortial purchases associated with the Ebook Pilot pursued by the Collection Development and Management Committee (EB1)
  • Cataloging monographs in Arabic, Chinese, Japanese, and Korean languages (FL2)
  • Investigate member need for specialized cataloging expertise (e.g. maps cataloging) and provide recommendations concerning an appropriate financial and organizational model.
  • Organizing a Collaborative Technical Services Symposium to discuss current thinking in the profession, learn about the status of similar collaborative technical services efforts undertaken by other consortia, and discuss the results of Alliance pilots.
  • Recommending next steps.

Charge

The charge of the Team consists of the following initiatives in the technical services arena:
  • Guidelines: implement a Shared Best Practices working group to develop guidelines for effective technical services policies and operations that support the Alliance goal of a shared ILS
  • EBooks: implement a working group to develop technical services operations that support collaborative cataloging/processing for EBook collections.  This working group should coordinate their work with that of the EBook Team
  • Difficult Foreign Language Material: implement a core group of libraries committed to a pilot project to organize an exchange of expertise for collaborative cataloging of Difficult Foreign Language Material; and
  • Federal Documents: implement a core group of libraries committed to a pilot project to organize an exchange of expertise for collaborative cataloging and identification of Pre-1976 Federal Documents Holdings in the Alliance.

Charge

Consider potential projects, weigh impact, cost, and propose a specific pilot project and proof of concept. The
initial emphasis of the CTSTF will be on quick action rather than a global or more theoretical analysis of issues.
As background for their work, it is expected that the task force will review The Extended Library Enterprise:
Collaborative Technical Services & Shared Staffing (February 2009), a white paper prepared for the strategic planning retreat.
