Strategic Agenda
The following Strategic Agenda was approved by Council in November 2009, based on the recommendations of task forces working between February and October 2009.
What is the Strategic Agenda?
The Orbis Cascade Alliance supports and develops established programs (e.g., Summit, Courier, ER, NWDA) while continuously exploring new directions that further the mission of the consortium. These explorations, collectively called the Strategic Agenda, are formally adopted by Council through periodic strategic planning efforts. Each strategic initiative is described below along with a current description of work and links to more information. For more information, please feel free to contact Executive Director John F. 1. Cooperative Collection Development
Cooperative collection development continues to be a primary focus of development for the Alliance. Building on the work of the Collection Development & Management Committee (CDMC) and guided by the Alliances' CD mission statement, activities in this area are expected to include development of a shared monographic purchasing plan; determination of a threshold for the maximum number of copies to be purchased by consortium libraries; pilot project to centrally fund a shared ebook collection; exploration of consortial acquisitions workflows; designating subject selectors to build collections for the Alliance as a whole; expansion of the Distributed Print Repository; and further adoption of the Alliance's YBP agreement.
2. Regional Library Services Cooperative
This initiative represents a renewal of the Alliance's vision for collaborative activities that might be located in one or more service centers. With roots in the Regional Library Services Center effort of the last several years, the Alliance is considering the range of services desired by the membership, opportunities to build on current member library activities (for example, existing storage facilities), adaptation of existing buildings, new construction, and locations in Oregon or Washington. Initial activities include the creation of a survey to determine membership needs for storage and interest in other services.

- WEST
The Alliance is partnering with the University of California and other Western U.S. institutions on "Heading WEST: toward a western regional storage trust," a Mellon-funded project that seeks to organize a distributed retrospective print repository. The first WEST planning meeting is scheduled for January 7-8, 2009.
3. Future of Integrated Library Systems
Building on Summit migration to WorldCat Navigator and extensive investigation of new user interfaces, the Alliance is pursuing several initiatives related to the future of the Integrated Library Systems. Beyond these specific initiatives, Council has identified sharing of a single bibliographic database as a goal.
4. Collaborative Technical Services
The Alliance has identified shared staff as a key area for collaboration and technical services as a promising area of initial investigation, with other initiatives to follow. This initiative builds on Council's retreat discussion, the preliminary work conveyed in R2's white paper The Extended Library Enterprise: Collaborative Technical Services & Shared Staffing, and the work of the Collaborative Technical Services Task
Force.

Executive Committee is considering additional activities to help members explore and prepare for further collaboration in this area. One concept under consideration is sponsorship of a Collaborative Technical Services Symposium. Project contact: John Helmer, jhelmer@uoregon.edu.
5. Digital Initiatives
The Alliance has identified a broad range of digital initiatives as a strategic priority for the consortium. This initiative builds on the work of the Institution Repository Task Force and NWDA Digital Program Working Group.
6. Discovery
The Alliance is investigating new discovery systems. Early work includes a late 2007 summary of vendor and other discovery and "next generation catalog" products. Current efforts include

Background
Process
The Alliance's strategic agenda was developed over the course of late
2008 through early 2009. The process began with a survey of member
libraries to determine areas where the Alliance might help members
achieve their institutional strategic plans. Executive Committee condensed this very broad input to 18 initiatives
which were further presented, discussed, and prioritized by the Council
of library directors. Executive Committee identified a final set of five initiatives which were further
researched and presented for Council discussion during a strategic planning retreat
in February 2009. The retreat was facilitated by Ted Lay and included
presentations by Andrew Pace (OCLC Director of Networked Library
Services) and Rick Lugg (R2 Consulting).
