Sharing Materials Policies

The following chart describes Summit Borrowing and Interlibrary Loan (ILL) policy decisions adopted by Council on Nov. 2, 2001 and amended April 3, 2003; updated December 2008, updated March 2011.

Any member library may establish additional agreements as long as such agreements do not restrict privileges specified in this document.

This agreement supersedes all former Reciprocal Borrowing and Orbis Borrowing agreements under the auspices of the Orbis Council. Unique circumstances not clearly addressed by this policy should be brought to Orbis Cascade Alliance Council, as they are encountered, for discussion and a decision. Who’s covered
Currently enrolled students; currently employed or retired faculty and staff, a limited number of special patrons.
Currently enrolled students; currently employed faculty and staff; others at library discretion – to be provided by patron’s home library
What’s covered
Generally circulating materials. Generally circulating monographs; plus other materials at library discretion
Borrowing limit
Maximum number of  Alliance items that an individual patron can have out on loan is 200. According to library policy
Loan period
Generally circulating materials: 6 weeks. Other materials may be circulated for 6 weeks, or for 6 days. No renewals. According to library policy
Returning materials
Summit Materials may be returned to any Alliance member library.
Library materials may be returned to any Alliance member library
Recall
No direct recall for individual patrons; staff may recall when necessary.

Competing needs
Item may be checked out to patron at owning site (“item in hand”) even if a Summit Borrowing request has been received.

Lending Fees
Alliance members do not charge each other for Summit borrowing or ILL returnables.
 Alliance members may have varying policies of charges for non-returnables.
Fines and Fees

Fines and other charges are billed and kept by patron’s library.
Owning site may bill patron’s institution for replacement fee to cover lost and irreparably damaged material.
Patron library may waive patron fines or fees but is obligated to reimburse owning site for lost and irreparably damaged material.
Overdue: Members will use the local fine policy for Summit Borrowing
Replacement: $75 plus $15 service charge. (CRL bills for full replacement cost)
Lending library may bill patrons directly for overdue fines or other charges accrued, or bill the home library.
Loan Sequence Summit borrowing is preferred before an item is handled through ILL
Course Reserves Books and other original source material may not be requested for course reserves by another library.

Visiting Patron Patrons eligible for Summit borrowing may check out materials on site from another member library.
