1) What are the years of coverage the library would have for the titles? FM - 1996 - current, with the exception
of Cardiovascular Research, where it is 1995 -
current.
2) Are they gaining perpetual rights to all titles in
the package. If so, how would the library continue to access the titles and
which years would they have access to if they stop participating?
FM: Firstly, the libraries in our agreement will retain access
to ALL issues from 1996-current while they participate in the agreement.
Should a title transfer to another publisher, we will make every
effort to see that the perpetual access is honoured by the new publisher. (We
also participate with LOCKKS, CLOCKKS, and
Portico).
A libraries backfile access will differ if they decide to LEAVE the agreement . They won’t automatically retain perpetual access to all issues from 1996 onwards, only to material published for the first time during the subscription period. For example: A library that joined our agreement in 2002 and left in 2007 (Library A) will still have access to the journals they subscribed to on an individual basis from 1996 - 2002 and then backfile access to the whole collection from 2002 to 2007. A library that joined in 2005 but then left the agreement in 2007 (Library B) would have access to the journals they subscribed to individually from 1996 - 2005 and then backfile access to the whole collection from 2005 to 2007 (the period in which they subscribed to the full collection). We have taken this approach rather than just giving everyone backfile access from 2002 onwards as it was deemed unfair to give the same access to Library A, who had paid for it, as to Library B, who had not. 3) If there was interest in the multi-year agreement, would
the libraries that currently have the package be allowed to participate and
count towards the 5?
FM:
Yes
4) Remind me again what the Young Journal Aggregate
fee is?
FM:
It's a charge we include for new journals which have not had a chance to build
up subscription revenue before being included at discount prices in consortia
deals. As our pricing for the full Collection deal is so good, we have to
compensate journals for the full price subscriptions they would potentially have
attracted if they were not included in the package. Apologies for not explaining
this before - I realise it's not terribly popular, but as the overall pricing
for our journals package is so good we do hope libraries will understand our
position on this.
5) What has been the average annual increase for
Oxford titles over the last 3 years?
FM: Approximately
7%
6) In a multi-year agreement, would the license provide for
an escape clause in case of a drastic change in the library
budget?
FM: Our standard
license doesn't, but we're happy to include an opt-out clause, and can provide
suggested wording; I've attached a copy of our standard license for your
review, and added proposed language for the opt-out clause
(highlighted).
7) Is ILL allowed, including sending electronic
copies of articles via Ariel, etc?
FM:
