All members present (Lynn Chmelir-chair, Larisa John, Joni Roberts, Jane Starnes, Pat McLaughlin, Sarah Beasley, Mark Watson).
Topics of Discussion:
Cooperative Collection Development Survey Project Sarah handed out a draft of the survey and the Steering Team reviewed it, suggested changes, additions, and corrections, and discussed timing. It was proposed that we launch the survey a week before our full CDMC meeting in September and run the survey for an additional five weeks after that.
Article Supplier Analysis Project Lynn reviewed the project and expressed many thanks to CDMC members and their staffs for all their work on this daunting task. She also thanked Nancy Nathanson, Orbis Cascade Alliance staff, for all her hard work compiling the results. Lynn reported back to the Steering Committee news from the last Orbis Cascade Alliance Council meeting when she reported on the Article Supplier Analysis Project. After a great deal of discussion over a two day period, Council agreed to use Alliance funds for the initial start-up fees to work with III on Beta testing for their Non-Returnables Module, if six Alliance libraries would agree to be Beta testers. Council authorized John Helmer, Alliance Director, to negotiate with III re: the Beta testing, with the stipulation that each participating Alliance library would not be expected to pay the originally requested $5000. Directors returned to their home libraries and talked over all this with their Interlibray Loan/Systems people and the information they gathered from these conversations was shared among directors. Subsequent email messages resulted in less than six libraries being willing to participate in the Beta testing so III was unwilling to pursue the Alliance as a Beta site.
Report on Article Sharing Dianne Carroll (OHSU) reported at the recent Orbis Cascade Alliance Electronic Resources Committee (ERC) meeting on some analysis she did based on the Article Supplier Analysis Project. ERC will continue looking into this with some hopes of working out some Shared Electronic Journal agreements among Alliance members.
Shared Collections Task Force (SCTF) Mark reported back on this volunteer task force’s work and their investigation of storage facilities/shared journal archives. They didn’t really find any well laid out plans/policies for shared journal archives. The Steering Team discussed the existing Regional Library Services Center (RLSC) Operations Policies Draft, talked about how ARL measures collections, etc. We agreed that the draft of the RLSC Operations Policy needs to be reviewed and revised. Also, perhaps we should be thinking about the idea of a virtual journal repository? We should continue investigating JSTOR as a possible test case—we would need to survey all the Alliance libraries to find out exact holdings, conditions of holdings, etc. Mark will invite the SCTF to review/revise the RLSC Operations Policy Draft and work on a project to identify a virtual print repository for JSTOR and ACS titles with the hope of having a draft plan for the JSTOR/ACS titles by our full group meeting in September.
CDMC meeting in September Steering Team discussed dates for this first meeting and will suggest Wednesday September 14 (before the ILL conference) depending on speaker availability. The Steering Team brainstormed possible topics/ideas for the meeting:
OCLC WorldCat Collection Analysis Product Some members of the Alliance are interested in this product and the Steering Team agrees that further investigation is warranted. Members will look at an old Orbis report on assessment[i] to see what was discussed before. Team reviewed documents Lynn shared with us regarding the OCLC Product and we had lots of questions. We wondered what kinds of analysis do we want to do and what level of analysis? What can Summit/INN-Reach do in terms of analysis? What would we do with the results of any type of analysis? Pricing for OCLC’s Collection Analysis product is confusing so that needs to be clarified. Sarah will find out if the information provided by the OCLC product is stagnant and basically just a snapshot of a collection at a given point in time. She will also find out how or if other consortial groups have used the analysis. Lynn will check with Nancy Nathanson regarding III possibilities and will clarify pricing of the OCLC product.
Possible project examining non-journal ILL requests The Steering Team discussed the feasibility and need for a project examining non-journal ILL requests made because an item is not held in Summit. It would be interesting to discover duplicate requests. If multiple Orbis Cascade Alliance libraries are requesting the same title through ILL, perhaps the Alliance should explore acquisition of the item? The Steering Team has lots of unanswered questions for ILL staff. What range of time do we have the data for non-journal requests? What format is it in and can it be exported into Excel? Would it be best to use the ISBN or OCLC record number? The Steering Team needs to do some preliminary research/talk to our ILL people and report back what we uncover.
Miscellaneous Steering Team members reported on various cooperative collection development activities. Lynn talked about Blackwell and Yankee and opportunities to use their products (such as Gobi) for collection management purposes, Mark mentioned a good article he will share with us, Joni remarked on ACRL presentations she attended in Minneapolis on shared facilities and cooperative collection development. Lynn has been asked to talk about her article on Cascade Borrowing at the upcoming ILL conference in and also the Orbis Cascade Alliance Journal Analysis Project. Sarah agreed to participate with Lynn and Nancy Nathanson for this presentation. The Steering Team talked some about CER—it was noted that CER will be interested in our proposed JSTOR project. The idea of the need for a joint CER/CDMC meeting was discussed and we agreed this would be a good idea sometime in the future.
